As I suspected, Mangan's blog has been restored by Google. I had written to Dennis about the procedure to appeal any site removal and I'm guessing he went through the process.
Google feels obligated ... legally? morally? business-wise? ... to police the blogs using its servers. It has every right to do so, but for the most part seems to have a "hands-off" approach. I suspect there was a complaint by someone who did not like Dennis' post(s) and, rather than use the comments to refute or debate a point, decided that they would get Google to censor the blog. Fortunately, the "test by a reasonable person" review was clearly in Dennis' favor.
I suspect that Dennis may be weighing his options... the first of which will be to download his entire blog to his computer. From that point he will have to decide whether to stay with "blogspot" or go through the grief of building his "typepad" blog.
