Here's a wacky and way-out idea: any company receiving government subsidies or grants for new products must manufacture them or have them manufactured in the United States with components made in the United States. That might create some jobs to put a dent in the 10% unemployment.
That also might force companies to decide whether government handouts are worth the while. That might also force the government to decide whether picking winners or losers in the marketplace is worth the while.
