Sebelius pointed to provisions in the House- and Senate-passed health reform bills that would require insurers to spend 80-85 percent of premiums on medical claims.Option 1: Insurance companies significantly raise rates so that they can still cover administrative costs... for some reason insurance companies cannot run on autopilot.
Option 2: Insurance companies no longer insure.
