"Fairness" is defined by the left. It's not about the living conditions or freedom or fulfillment. It's about everyone being dealt with fairly. The North Koreans have achieved that.

But that's not all. During Earth Hour, the North Koreans showed the world that their "fair" society was the most advanced, ecologically, in the world.

So, keep this in mind when our President waxes eloquent about "fairness" and "green energy" and "ecology." These are code words that mean something different to the left.
As Yale U. prof. Karen Seto told MSNBC: 'We certainly don't want them (humans) strolling about the entire countryside. We want them to save land for nature by living closely [together].' [source]That's closely together, not using fossil fuels, and everyone treated "fairly" with the central government ensuring compliance.
Now if the President could only mandate that the Supreme Court and Congress report to him, we could also achieve what North Korea has. Until then, he will have to tell the Department of Justice to ignore laws he doesn't like... such as immigration enforcement because that's not fair... and implement regulations that circumvent the absence of laws he wants... such as EPA requiring the use of technology that doesn't exist to prevent new coal-powered electricity generating plants in the absence of Cap and Trade.
Don't worry. Give him four more years and he'll get us there.
That's only fair.
